Why does the X|Cold enclosure system have two thermoelectric cooling assemblies as opposed to just one?

 I thought the X|Cold enclosure system was engineered for extremely hot environments. Why does it come standard with a 20 watt heating element?The camera that I am integrating into your X-Series enclosure system operates up to 123ºF according to its specifications. The temperature where I am installing this camera never reaches more than 95ºF. Why would I need the X|Cold enclosure system under these circumstances?
