Why does the X|Cold model enclosure system come standard with insulation but your other model enclosure systems do not?

 What is the power load of the X|Cold model enclosure system?I thought the X|Cold enclosure system was engineered for extremely hot environments. Why does it come standard with a 20 watt heating element?
